Essex County Community Organization Phone 'Bot

The Essex County Community Organization (ECCO), based in Lynn, Massachusetts, as part of their Affordable Housing campaign, ran a door knocking campaign in an effort to turn out voters in the Fall of 2001.

ECCO wanted to both confirm with a phone call people they had talked to while doorknocking, and reach new people they weren't able to find at home. They had the public domain list of registered voters, but no phone numbers.

I wrote a program to look up each of the registered voters, in each of the targeted wards and districts to find their phone number. We used one of the best known, and most accurate, "white pages" web sites. Matching people by street, first initial and last name, we were able to match accurately over 2,000 phone numbers out of a total of 6,000 voters in targeted areas.

This saved ECCO dozens of person-hours of tedious phone-book flipping, and made it possible for them to reach hundreds more voters that want to fight for affordable housing and better schools.
